There was no mention in the press. There was no discussion on the floor of Congress. The existence of the agency appeared nowhere in the Federal Register.<\/p>\n<p>Since then, much of what the public knows about the National Security Agency has been the stuff of Sneakers and West Wing legend. Its budget \u2014 part of the secretive US \u201cblack budget\u201d \u2014 is largely unknown. The NSA has even been nicknamed \u201cNo Such Agency\u201d because of its extreme secrecy.
